Navigating federal funding opportunities. What is out there?
SBIR / STTR. The programs offer Phase I awards up to $323,090 for 2026, and Phase II awards up to $2,153,927. Individual agencies may provide less, and most projects typically range from $150,000 to $305,000. Each of the eleven agencies runs its own topics, portal, and deadlines — see the agency calendar →
Notices of Funding Opportunity (NOFOs). A single NOFO can carry $150 million or more, with per-award limits and cost sharing — commonly 20% of total project cost — from non-federal sources. Each NOFO is segmented into topic areas, or tiers, with the total indicated award allocated among them. Each tier carries its own wants and criteria. It is essential to understand not only the eligibility criteria, but which tier your innovation fits, and what federal gates, within what time frame ahead of application, are required to be supportable or satisfied. Is your company ready to be a prime? Your application will be thoroughly evaluated on your company's past experience against the size of the project, to determine its credibility as a prime candidate for funding. Your organization's relevant project experience is essential for qualification. If you do not have a history of managing projects of equal or greater size, partnering with an established organization, an experienced prime recipient, or a university is the best offset to achieve funding success.

I'm Scott Wise — 40 years commercializing new technology across oil & gas, defense, and industrial markets. I was first engaged to produce an SBIR in 2021 — federal proposals in defense, energy, and medical programs have been part of the work ever since. WiseExecution grew out of that work. Commercializing my own company, Vision AIS, I learned to direct AI to produce real commercial deliverables — and learned, often the hard way, exactly where it fails and where human judgment can't be delegated. In six weeks, solo, I built 14 categories of commercial deliverables: USPTO provisional patents, SBIR Phase I applications, IP strategy, competitive analysis.
